TOWARD A JUST ENERGY
TRANSITION EXPERIENCES AND SUGGESTIONS FROM EUROPEAN COUNTRIES
The principle of a Just Energy Transition recognizes that the shift from fossil fuels to clean energy cannot replicate the inequalities of the past. It must address the distributive consequences of change – who gains, who loses, and who participates in shaping the future. The notion of justice, in this context, extends beyond environmental outcomes to encompass economic opportunities, social inclusion, and democratic governance. The concept integrates three core dimensions: distributive justice, which ensures fair allocation of costs and benefits; procedural justice, which guarantees meaningful participation in decision-making; and recognitional justice, which values the diverse identities, capacities, and traditions of communities engaged in the transition. Together, these principles underpin a broader vision of sustainability – one that places human dignity and territorial cohesion at the heart of the climate agenda. Within this European landscape, the JETforCE (Just Energy Transition for Central Europe) project plays a pioneering role. It seeks to construct an integrated, transnational framework for a just transition across nine Central European countries: Austria, Germany, Italy, Hungary, Slovenia, Slovakia, Czechia, Croatia, and Poland.
