Towards a New Local Welfare
Best Practices and Networks of Social Inclusion

The volume offers new theoretical and empirical perspectives on the reconfiguration of welfare systems, with particular reference to the best practices of social inclusion at the local level in Europe. The main focus is on the new kinds of partnerships between public and private actors which can build social networks linking a plurality of stakeholders in order to pursue a welfare community. Social welfare innovations are more and more conceived of as social investments to be planned and implemented through new forms of subsidiarity and solidarity, both between the state and civil society and within civil society. The keywords are: social innovation, public-private partnerships including the third sector, social governance by networking, reconstructing poverty, shifting subsidiarity, flexicurity, integrating economic and social logics, co-production, countercyclical social cooperatives, personalization of services. In such configurations, civil actors are expected to play a crucial role in forming societal networks and contributing to their governance. The crisis of the traditional institutional welfare state can be overcome by those practices that are more inclusive and produce higher quality in organizing and delivering personal and general social services.
